The state cabinet meeting was held at the state secretariat on Tuesday. During this, the Cabinet approved the first service sector policy of the state to attract investors from the country and the world to invest in the health and education sector. Approval of service sector policy.
The policy has been made covering health, hospitality, wellness centre, education, film and media, sports, IT. Some concessions have been given in this. 25% capital subsidy will be given in this.
- Minimum capital investment : Rs 200 crore in health field, Rs 25 crore in mountain.
- Yoga Center: 50 in the field, 25 in the mountain
- School: 50 in the plain, 25 in the mountain
- University: 50 in the field, 25 in the mountain.
- Data Centre: 100 crore people in the plains and 50 crore people in the mountains will get the benefit of this policy.
Pump storage policy approved
The electricity generated during non-peak hours will generate electricity during peak hours. There will be no local area development charge in this. Transmission charge will also not have to be paid. Private developers will be selected through tender. If he selects his location and tells, he will get the facility directly.
Tourism:
Auli Tourism Development Authority will be formed to make Auli a world class skiing centre.
Various artefacts and statues are to be installed in Badrinath. This work was also given to the organization INI Design Studio which had prepared the master plan.
Electricity:
There are gas based power plants in Udham Singh Nagar. Like gas coming from abroad, VAT on state gas will be waived off. So that electricity can become cheaper.

Certain decisions have also been taken regarding Uttarakhand Service Sector Policy-2023 under the Industrial Development Department. Under this, Uttarakhand Government has brought Uttarakhand Service Sector Policy-2023 to promote the service sector in the areas of health care, wellness and traditional medicine, education, film and media, sports, ITES, data center, skill development. The promulgation of the said policy will give a boost to the service sector in the economy of the state.
Under the policy, the service economy (except tourism) will grow to USD 27 billion by 2030, and contribute at least 40 percent to the state’s GDP. Uttarakhand will attract investments worth Rs 60,000 crore in services sectors before 2030. An investment target of Rs 45,000 crore has been set before 2027. Under this, 20 lakh people will get employment in the service sector and 10 lakh workers in the service sector will get skill development. Provision of land and capital subsidy has been made to investors in the service sector.
Under the Tourism Department, the work of architectural services of master plan of Shri Kedarnath and Shri Badrinath Dham is being done by M/s INI Design Studio Pvt. Ltd, for the Conceptual Desing, Detailed Design DPR, Post-Implementation of various special nature artefacts and statues to be installed at various places in Shri Kedarnath and Shri Badrinath Dham, M/s INI Design Studio Pvt. Decision to avail consultancy services from Ltd at the rate of 6.5 percent through a single source.
A decision has been taken regarding Skiing Destination Plan to develop Auli in the field of tourism and formation of Auli Development Authority for its implementation. In order to improve the services related to tourism and tourism system in any area, from time to time, the State Government declares Special Tourism Development Area under the Uttarakhand Special Area Act. Because Auli is the most popular skiing destination in Uttarakhand. Therefore, to develop Auli as a skiing destination, Auli Development Authority has been formed for Skiing Destination Plan and its implementation.
Approval was given on the draft policy of pumped storage projects in the state of Uttarakhand under the Department of Energy and Alternative Energy. Under this, in the light of the total capacity determined for pumped storage projects under the National Electricity Plan issued by the Central Electricity Authority and the estimated target set for the state, according to the guidelines issued by the Government of India for pumped storage projects, development of projects related to pumped storage capacity in the state. A draft policy has been prepared and presented to the Cabinet for approval.
The main objectives of this policy are to exploit the identified potential of this sector in the state through pumped storage projects, to provide grid stability by managing and utilizing renewable energy sources, to encourage development of self-determined offstream sites, to provide public electricity in the relevant area. And the economic development of the state through private investment and meeting the needs of drinking water and irrigation with the water from the above projects etc. are mainly important.

In the proposed policy, for the speedy development of the above projects, inter-state transmission charges, local area development fund, free royalty electricity, quick permission for transfer/withdrawal on land, water tax and annual lease of government land linked to circle rate for a period of 45 years. Provision has been made to provide several exemptions/concessions regarding the rate of allotment.
Under the Secretariat Administration Department, in accordance with the order of the High Court of Uttarakhand dated 31.03.2023, a decision has been taken regarding sending the consent for the selection of 04 candidates to the Public Service Commission in view of having equivalent educational qualification in the Additional Private Secretary Examination-2017. That it was recommended by the Equivalence Committee of the Higher Education Department that as the educational qualification mentioned for the post of Additional Private Secretary in the advertisement of Additional Private Secretary-2017, one year computer course certificate or computer science subject from any institution/university recognized by the government. All the applicants having graduation degree with BCA and B.Tech degree respectively can be considered eligible on the basis of more than 75 percent equivalence in the course.
On the basis of equivalence of more than 75 percent in the educational qualification of four candidates/petitioners (Shivani Dhasmana, Deepak Dimri, Rashid and Mahesh Prasad) as per the order of the High Court of Uttarakhand and the final decision dated 31.03.2023, based on the report of the equivalence committee, Since they are considered eligible, it has been proposed to give consent to the Public Service Commission regarding the selection of the four candidates for the post of Additional Private Secretary.
